Normal budgies tend to be one colour (EG. Grey, Green, Blue, etc.) With black, grey or brown markings on their wings, tail and head. The photo below is of a Normal Cobalt Male budgie. Note it has one colour on its body.
Pied budgies tend to have more than one colour on them (EG. Bands or patches of different colours on their body.) A Dominant Pied budgie will have a 'Iris' in their eye and a Recessive Pied will not have one. I have also found Pied budgies have clear/solid coloured flight feathers and very little markings on their wings.
Some of the younger Pieds, sometimes older ones, have some markings on their flight feathers. When a young Pied budgie has it first moult it will lose the bars/lines on its frontal crown and sometime on its flight feathers.
In this photo below is a 5 week old Pied budgie. You can see the clear flight feathers on its wings, with very few markings on its wing and the bars/lines on its head, as it is a young Pied. Note the different colours the Pied has on its body.

In this photo below you can see this Harlequin (Recessive) Pied has the bars on its frontal crown and has a few markings on its flight feathers, as it hasn't had its first moult. Note the different colours the Pied has on its body.
