Hey LB,
I do not believe there are any specific laws for parrots in australia, other then those that are shared with all other animals.
Those sites seem to be from USA and run by animal activists. You have got to remember that animal activists are the very extreme. Most actually dont believe people should have pets at all. But that is a whole other issue. A happy medium that actully reasonably looks after animals is needed.
As for laws in australia, Look for a "bird act" or "parrot act", but I cant find one. There are for dogs, cats, sheep, horses, cows, pigs etc. If there was any law in the works, it will take years to come about. It took about 10 years I think to simply update the dog one.

Hey Peter, Yeah I had guessed these laws were more oversea's but it is still interesting to see what everyone else is doing and if Australia will follow along... 10 years... That is a really sad effort...

Hi guys there is NO Fedoral act in relation to native birds only exotic
It is up to each state , teratory in with in australia to make up their own rules and regulations in relation to native birds.
in regards to exotic birds the laws cover almost everything except for un-weaned birds
The R.S.P.C.A has laws preventing ALL birds being pulled for Hand Raising you are only leagly alowd to Hand Raise a bird if the parents die or reject the egg or young
It is also illegle to buy or sell birds un weaned NO MATTER who buys them ! BUT you are alowd to transport them to a Hand Raising facility
If you after more info in rerlation to this laws of un weaned birds you better serching through the RSPCA web sits or phoneing them
P.S sorry about the spelling !
